million eligible children with disabilities - Funded in part with federal dollars
- Part C - Early Intervention / Ages 0 - 3
- Part B - Public school / Ages 3 -22
IDEA Definition of Disability
- Must meet criteria of one or more disability categories - "Labels"
- Must need specially designed instruction & related services

and related services...provided at public expense, under public
supervision and direction without charge...in conformity with the
individualized education program (IEP)..." - Appropriate evaluation
