- Prohibits discrimination on basis of disability and applies to any agency receiving
Federal funds.

- Additional safeguards for students not found eligible under IDEA
- Remedy for discrimination against all children recognized as having a disability
- Provides for equal access: Physical and program

handicapped persons as adequately as the needs of
- non-handicapped persons are met."
